In november 2004 the Autonomous Region of Sardinia has passed the regional law (L.R. 25 november 2004, n°8) on regional planning development and limits.
According to national legislative decree 42/2004, known also as Cultural Heritage and Lanscape Codex, the law settles also the preparation of the new regional landscape masterplan. The law acknowledges the importance of the increasing role of the cultural heritage in regional and landscape planning processes. Cultural heritage is seen as a mean not only to draw economic resources through tourism, but also is recognized having a key-role in the valorization and management policies of territories. Promoting policies can be supported by the building of cultural identity and by the enhancement of the capability of territories to pursue integrated development. Both national cultural heritage codex and Sardinian regional law are taking into account these aspects.
The development processes based on promoting and valorization of cultural heritage and tourism represent an opportunity for regions that had not an economy merely of industrial type. The integration of cultural heritage and tourism is a chance for lagging behind regions. The new bet is to build cultural policies able to join conservation of cultural heritage and wealth production. The paper aims at describing the way which cultural heritage could be considered a quality instrument in the regional and landscape planning.
